Newly appointed White House Press Secretary Katie Zacharia is facing legal and public scrutiny following questions surrounding her professional credentials as an attorney.
The 42-year-old former conservative commentator and communications strategist who stepped into the role following the departure of Karoline Leavitt was introduced by President Donald Trump last week as an "attorney." Zacharia has also routinely described herself as a "lawyer" in television appearances and online profiles. However, regulatory records indicate she is not licensed to practice law in California or any other U.S. state.
On Wednesday, the Washington-based nonpartisan watchdog group Campaign for Accountability submitted a formal complaint to the State Bar of California, requesting an investigation into whether Zacharia illegally misrepresented her professional status.
Michelle Kuppersmith, executive director of Campaign for Accountability, released a statement highlighting potential state law violations:
“Ms. Zacharia has represented herself as a lawyer repeatedly to buttress her reputation and credibility as a television legal commentator and now as the White House spokesperson. Yet it seems it was all a lie.”
“In California, calling yourself a lawyer without a license isn’t puffery; it’s a crime. The State Bar should investigate whether Ms. Zacharia has misled the public about her credentials and hold her accountable if she has.”
The complaint further requested that the state bar refer the matter to prosecutors if an investigation confirms that Zacharia engaged in the unauthorized practice or representation of law.
The scrutiny intensified on Tuesday when a reporter asked Zacharia outside the White House in which state she had passed her bar exam, to which she responded: "When I moved to China."
Media outlets subsequently noted that non-citizens are legally barred from taking China's legal qualification examination, though foreign nationals may consult on cross-border transactions.
Clarifying her response on Wednesday, Zacharia told The New York Times that her answer was a misunderstanding caused by noise near Marine One, explaining she believed the reporter had asked, "Where were you after law school?"
Addressing her credential history, Zacharia stated: "I practiced international transaction law, with all the appropriate credentials."
Although Zacharia graduated from Pepperdine University's Caruso School of Law in 2011, a spokesperson for the State Bar of California confirmed she never appeared on a California bar exam pass list. According to The Wall Street Journal, Zacharia sat for the California bar exam after graduation but did not pass while preparing for her wedding and a move to Beijing, where her husband took a role at a U.S. private equity firm.
Zacharia added that when she began appearing as a cable news commentator, Pepperdine's university president advised her that she could identify herself as a "lawyer" based on her law degree, but not as an "attorney."
Prior to her appointment as Press Secretary, Zacharia held several communications roles within conservative organizations and government agencies:
- International Work: Her LinkedIn profile lists her as an associate at Beijing's Zhong Lun Law Firm from 2011 to 2013, where she stated on radio broadcast The Clay Travis and Buck Sexton Show that she served as outside counsel for the World Bank and International Finance Corporation.
- Political Nonprofits: She listed herself as general counsel for Fix California, a voting rights nonprofit established by Trump ally Ric Grenell.
- Administration & Media: She served as a communications adviser at the Department of Homeland Security and as senior communications adviser for Trump Media and Technology Group, the parent company of Truth Social.
A White House official defended her background, saying:
"She moved to China with her husband after graduating Pepperdine Caruso School of Law because of his job at an American private equity firm. In China, she worked on international transaction law until they moved back to the states."
White House Communications Director Steven Cheung added that Zacharia is "uniquely qualified and whip smart to help inform the American people".
