Protests Erupt in Austin After ICE Officer Shoots Delivery Driver During Traffic Stop

An immigration enforcement operation in Austin, Texas, ended in violence on Sunday afternoon when a US Immigration and Customs Enforcement (ICE) agent shot a man in the torso, igniting immediate street protests and demands from local leaders for a third-party investigation.

The incident occurred around 1:00 PM local time on the city's north side following a traffic stop and a short foot chase. The wounded man was rushed to a nearby hospital, where he remains in serious but stable condition.

An attorney representing the family identified the victim as Wilber Rafael Garces Perez, a 28-year-old Venezuelan who works as a DoorDash delivery driver. Legal counsel reported that Garces Perez was placed in ICE custody and was able to reach his wife by phone while "yelling in pain" from his hospital bed. At the scene, a damaged blue Toyota Corolla was photographed with bullet holes and visible impact damage to its passenger-side door.

Protests and Community Backlash

News of the shooting quickly brought crowds of demonstrators to the site. Protesters waved Mexican and Guatemalan flags, chanted at law enforcement, and held signs demanding federal agents leave the city. Passing drivers honked in support as police officers in riot gear formed lines nearby.

Demonstrators expressed growing frustration over federal tactics, with one attendee holding up a sign reading "Nobody is safe".

Local elected leaders quickly voiced alarm over the surge in federal activity. Austin Mayor Kirk Watson, a Democrat, emphasized that residents have "a right to feel safe in their city" and insisted that local law enforcement must be involved in reviewing the shooting. 

When questioned about whether city officials knew the current location of the involved federal officer, Mayor Watson admitted:

"We do not know that. But my hope would be that an agent that's involved in an officer-involved shooting would not leave the city. Certainly not leave the state."

US Representative Greg Casar, who represents parts of Austin, demanded full transparency and accountability for any federal personnel who violated the law:

"It is awful that this horror has come to our doorstep. For Austin to be safe, ICE should end its surge here."

Austin Police Chief Lisa Davis confirmed that local officers had no role in the traffic stop or the subsequent shooting, noting that the department's special investigation unit was dispatched to the scene to assist.

Heightened Enforcement and Past Incidents

The violence in Austin occurs amid a broader national immigration crackdown under the Trump administration, which saw monthly ICE arrests top 50,000 in July and August for the first time in agency history.

The shooting in the Texas capital follows several recent high-profile federal enforcement actions across the country:

• July: Lorenzo Salgado Araujo, a 52-year-old resident of Houston, was fatally shot by an ICE officer during a traffic stop while driving his construction crew to a job site.
• July: Johan Sebastian, a 25-year-old Colombian national, was shot and killed by an ICE agent in Maine.
• Minnesota: Federal prosecutors recently filed criminal charges against an ICE agent for allegedly lying about a non-fatal shooting of a Venezuelan migrant.

While the Department of Homeland Security confirmed it is looking into the Austin event involving a man who entered the country illegally, federal officials did not participate in the local press briefing. Meanwhile, Garces Perez's legal team noted that his family continues to encounter difficulty obtaining updates directly from hospital staff regarding his exact location and medical status.
