Former Tory Councillor Charged with 56 Sexual Offences Against Ex-Wife

A former Conservative councillor, Philip Young, 49, has appeared in court charged with 56 sexual offences committed against his ex-wife over a 13-year period. The alleged victim, Joanne Young, 48, has voluntarily waived her legal right to anonymity to allow her name and her ex-husband's identity to be reported.

The charges follow an extensive investigation by Wiltshire Police into crimes believed to have occurred between 2010 and 2023.


The Charges Against Philip Young

Mr Young, formerly of Swindon but now residing in Enfield, faces a total of 56 charges, including:

  • Rape: 11 counts.

  • Administering a Substance: 11 counts of administering a drug with the intent to stupefy or overpower his ex-wife to facilitate sexual activity.

  • Sexual Assault: Seven counts of sexual assault by penetration and four counts of sexual touching.

  • Voyeurism: 13 counts relating to specific videos, plus allegations of voyeurism on at least 200 other occasions.

  • Indecent Images: Possession of 139 Category A (the most serious) indecent images of children, along with Category B and C images.

  • Extreme Content: Possession of 82 extreme images (including themes of rape and gore) and over 500 alleged breaches of the Obscene Publications Act.
